1964 -- Kuwait approves the charter of the Arab Organization for Education, Sciences and Culture, issued February 29, 1964, and the charter of the Arab cultural unification. 1967 -- The Amir, Sheikh Sabah Al-Salem Al-Sabah, issues a decree by law approving the Relinquishment Agreement signed between the Kuwaiti government and BP (Kuwait) Ltd, Gulf Kuwait Co, and Kuwait Oil Company Ltd. 1987 -- Blast targets the office of the American airways, TWA, in Kuwait, killing one person. 1992 -- The Amir, Sheikh Jaber Al-Ahmad Al-Sabah, issues a decree by law allowing the Central Bank of Kuwait to purchase the local bad debts and set date for the purchase on December 31, 1999. 1996 -- Kuwait University grants an honorary PhD in law to head of the International Court of Justice, Dr. Mohammad Bijawi, in appreciation for his achievements. 1999 -- Kuwait Stock Exchange signs a memorandum of understanding for cooperation with the Jordanian stock market. 2004 -- Kuwait signs at the UN headquarters an agreement stipulating terms and rules for construction of a mega railway network in the Gulf region. 2005 -- The Amir, Sheikh Jaber Al-Ahmad Al-Sabah, issues a decree by law approving a memorandum of understanding between the Kuwaiti government and the International Committee of the Red Cross on the establishment of a regional training center for judges and members of the general prosecution in the field of international humanitarian law, signed in Kuwait on October 12, 2004.
