1911 -- The seventh ruler, Sheikh Mubarak Al-Sabah, pledges not to allow foreigners to dive for pearls in Kuwaiti waters without the prior consent of the British government. 1913 -- Turkey recognizes Kuwait as an independent state, and the first map of Kuwait is drawn and filed as an official document. The first geological survey of Kuwait is also conducted. 1961 -- A double taxation agreement is signed between Kuwait's Amir, Sheikh Abdullah Al-Salem Al-Sabah, and the Independent American Oil Company. 1985 -- The Amir, Sheikh Jaber Al-Ahmad Al-Jaber Al-Sabah, issues law 35/1985 stipulating the death penalty or imprisonment for life for anyone using bombs with the intent of killing, instigating fear or vandalism. 2001 -- A car inspection company with a capital of one million Kuwaiti dinars is established with the aim of checking cars for all required specifications of the Ministry of Interior before licensing. 2001 -- Deputy Prime Minister, Minister of State for Cabinet Affairs and Minister of State for National Assembly Affairs Mohammed Dhaifallah Sharar inaugurates the permanent media center of the Ministry of Information. 2003 -- Amiri Decree number 153/2003 is issued stipulating that the Ministry of Energy is to replace the Ministry of Electricity and Water and the Ministry of Oil, and that it's responsibilities include those of the two ministries.
