House Allowance or House Allocation for a Kuwaiti Employee

Service Description

  • This service allows employee citizens (doctors) to obtain a housing allowance

Eligibility or Criteria

  • In the application of the Civil Service Council Decree (4/2008), Kuwaiti physicians, dentists, and veterinarians including male and female, and married and unmarried doctors shall obtain house allowance as per the established terms and conditions provided in the Civil Service Council Decree (9/1984). Article 2 of this Decree states that the following categories are not entitled to a government house allocation or a house allowance:
  • Doctors who own private houses
  • Doctors who obtained a loan and a parcel allocation or only a loan two years ago
  • Doctors who obtained built houses in accordance with the government housing system four months ago
  • Female doctors whose husbands belong to the previous categories, or whose husbands obtained government houses or house allowances from their employers, whether in the civil or the government sector
  • In its session no. (1/86) convened on 16/2/1986, the Civil Service Council added the following two terms and conditions:
  • The doctor must submit a request for a house and have it registered for allocation at the Public Authority for Housing Welfare
  • The female doctor is entitled to house allocation or house allowance, provided that her husband did not obtain a house or a house allowance from his employer (whether the employer is a government, public, joint, or civil entity)

Required Documents

  • Letter from the government entity the employee (doctor) works at attaching the following documents:
  • For married doctors:
  • Copy of the marriage contract
  • Certificate from the Ministry of Justice (Real Estate Registration Department) stating whether the applicant owns a real estate or not
  • Certificate from the Saving and Credit Bank stating whether the applicant has obtained a real estate loan or not
  • Certificate from the Public Authority for Housing welfare stating whether the applicant has applied for a house or not
  • For unmarried doctors:
  • Certificate from the Ministry of Justice (Real Estate Registration Department) stating whether the applicant owns a real estate or not
  • Note that the documents above are the main required documents, unless other documents are requested after studying a specific case

Visit the Fatwa and Opinion Department of the Civil Service Committee and submit the required documents
