Expansion and Renovation Loans

Service Description

  • The loan is provided for the purpose of increasing the benefit of an existing residence through expansion, adding floors, or renovation, not exceeding 35,000 KD, provided that the housing subject to the loan is a private or government housing.

Eligibility or Criteria

  • Private Housing and Government Houses

  • The loan is granted for the purpose of increasing the utility of an existing residence through expansion, elevation, or necessary renovations, with an amount not exceeding 35,000 K.D., only if the residence subject to the loan is a private house or a government house.

  • Conditions for granting purchase, expansion, and renovation loans for private housing and government houses:

  • The head of the family or the loan applicant must be a Kuwaiti national. (If there is no head of family, the number of family members must not be less than two unmarried Kuwaitis.)

  • At least eight years or fifteen years must have passed since the construction of the house at the time of submitting the housing application. The period is calculated from the date of electricity connection or allocation for a government house.

  • The house must require necessary renovations.

  • The house must not be fully rented.

  • The property must be registered in the name of the head of the family or the loan applicant with an official deed and an independent document, free of any encumbrances for third parties. The loan request may be considered if the deed is in the name of the head of the family or the loan applicant alone.

  • The head of the family or the loan applicant must not own another property or jointly own another property that provides adequate housing welfare for themselves and their family, except in the following cases:The applicant has two or more families. A family member is severely or moderately disabled, in which case the loan amount is allocated to meet the needs of the disabled person.All properties owned by the loan applicant require necessary renovations and meet the above conditions.

  • In the above cases, it is sufficient to mortgage only the property subject to the loan.

  • Beneficiaries of loans for private housing and government houses include:Those who sold a private house or a government house and have not previously received a loan.Those who sold a private house or a government house, in which case the repaid balance may be considered, with a maximum of 35,000 K.D. only for private housing or a government house.

  • In both of the above cases, the minimum area of existing buildings for purchasing a ready house or building a plot must be 250 m².

  • If the house is reallocated in the name of another beneficiary or a family member who has not previously received a bank loan, the newly allocated person is entitled to a new loan based on the needs of the house in accordance with the conditions and regulations set out in the bylaws, even if the previous beneficiary was already granted a loan for the same house.

  • Plots without loans: Government plots allocated by the Public Authority for Housing Welfare with allocation without a loan.

  • Those wishing to purchase an apartment with an area less than the minimum specified in the bylaws (200 m²) may do so with a minimum of 100 m² additional area, provided that the eligible loan for the citizen (private housing or government house category) is guaranteed by the residential unit covering the value of the loan.

  • Those who own a common share in a property registered in the name of two families, with a total area not less than 400 m², and own half with an independent deed registered in their name, which provides them with adequate housing welfare.

Required Documents

  • Private sector employees must provide a detailed salary certificate from their employer, provided they work for one of the following entities and under the specified conditions:
  • Public shareholding companies and their subsidiaries.
  • Companies owned by government entities or institutions, or equivalent.
  • Closed joint-stock companies and limited liability companies, provided that the company’s capital is not less than 100,000 K.D.
  • Professionals (engineer, doctor, lawyer).
  • If the employer is not one of the public shareholding companies or their subsidiaries, a guarantor is required. In case the wife is the guarantor, she must participate in the ownership of the property and the loan.
  • A detailed salary certificate must be provided if the employer is not registered in the electronic linking system.
  • In the event of the father’s death, a copy of the heirs’ listing and a certificate from the Ministry of Justice and Real Estate Registration in the name of the deceased must be submitted. If no document has been issued for the father’s house, a letter of exclusion from the father’s house must be provided by the Public Authority for Housing Welfare, stating the civil ID number and nationality.
  • In special cases (divorced or widowed women), proof of marital status from the Ministry of Justice and copies of the civil IDs of the children must be submitted.
  • A copy of the house ownership document for the property subject to the loan, and a letter from the Public Authority for Housing Welfare if no document has been issued for a government house, stating the reason.
  • A copy of the building permit and plan for the required expansion (not older than two years).
  • A copy of the salary certificate for entities that are not linked.
  • A building permit from Kuwait Municipality is required if expansion is desired (mandatory document when signing the contract).
  • A copy of the property document for private plots.
  • Documents required from the guarantor:
  • A copy of the civil ID.
  • A copy of the salary certificate for entities that are not linked.
