Service Description

  • This service allows citizens to open a governmental housing welfare file. In application of the Minister of the State for Housing Affairs Decree No. (564) of 1993 on the housing welfare system, housing welfare (parcels, houses and apartments for Kuwaiti families) is provided based on the precedence of requests registered at the Public Authority for Housing Welfare and the applicants' intents. After the Board of Directors' approval, the minister will issue a resolution on the terms, rules, regulations and procedures required to register the requests for all types of the housing welfare, to transfer from a type to another, and to express the intent to receive a housing welfare. By way of exception from the provisions of the first clause, the Public Authority for Housing Welfare provides the suitable house for the Kuwaiti disabled wife who is married to a non-Kuwaiti and is the mother of his children as a beneficiary, pursuant to the terms and regulations stated in the resolution of the Board of Directors.

Eligibility or Criteria

  • The applicant must visit in person the Citizen Service Department at the Public Authority for Housing Welfare
  • The paterfamilias must not own a real estate or share in the ownership of a real estate providing his family with the suitable housing welfare. In application of this provision, the real estate will be considered owned by the paterfamilias, if it is transmitted either directly or indirectly to his wife or one of his dependant children.

Required Documents

  • Copy of the civil ID of the husband and the wife
  • Detailed salary certificate from the husband's employer, for civil sector employees, provided the certificate must have been issued not later than (3) months
  • Letter from Real Estate Registration and Authentication Department in the Ministry of Justice
  • Original marriage contract and a copy
  • Copy of the divorce certificate for applicants who have divorcees
  • Determination of heirs document and a certificate from the Real Estate Registration and Authentication Department for the father, in case the father is deceased
  • Certificate from the Real Estate Registration and Authentication Department in the name of the father and mother, for lone child
  • Copy of the applicant's bank account number
  • Certificate from the Public Institution for Social Security on the applicant's contribution, for the pensioners
  • Educational certificate for students
