Service Description

  • ​This service is for issuing new civil ID cards to holders of Articles 17, 18, 19, 23, and 24. 

Eligibility or Criteria

  • The attached document and personal photograph must be clear.​A violation fine of 20 Kuwaiti Dinars is recorded and payable online at www.paci.gov.kw​ if registration is delayed by more than 30 days from the date of residency issuance of the residence permit for Articles (24), (23), (17), and more than 60 days from the date of issuance of the work permit for Articles (19), (18).​

Required Documents

  • Valid passport.
  • Copy of passport expiry date if available on a separate page.
  • Recent personal photo meeting the specifications.
  • The lease contract with the name of the concerned individual or the guarantor.
  • Lease Contract + Property Deed (for families in model areas).
  • Blood type (if available).
  • Residence extract issued by the Ministry of Interior (if available).
  • For investment housing:
  • Lease contract.
  • Property Deed or Signature Authorization.
  • Signature verification of the first party (owner) on the lease agreement with the signature on the deed, or property signature verification.
  • Copy of passport + civil ID or Kuwait Mobile ID app.
  • Residency Stamp Extract.
