Issuing Licenses to Open Private Clinics

Service Description

  • This service enables citizens and the business sector, including institutions and companies, to obtain a license to open a private clinic (medical center). A private clinic is a facility comprising a group of medical clinics, such as primary healthcare clinics and other medical specialties. In addition to healthcare services, the clinic may provide supporting medical services such as laboratory, radiology, and physiotherapy services. The clinic may include beds for observation purposes only and not for patient accommodation. Private clinics are not permitted to perform day-case (same-day) surgical procedures.

Eligibility or Criteria

  • The applicant must be a Kuwaiti physician and fully dedicated to working at the clinic.
  • The applicant must have no less than five years of experience in the medical field.
  • The applicant must not be medically retired.
  • The clinic must be affiliated with a private hospital licensed in the State of Kuwait, provided that the hospital has no more than one clinic branch in each governorate.
  • Approval must be obtained from the Medical Licensing Committee of the Ministry of Health.
  • Approval must be obtained from the Municipality of Kuwait, the General Fire Force, and the Environment Public Authority for the clinic’s location and layout.
  • At least one entire separate floor must be allocated to the clinic, and it must not be located above the first floor, unless the entire building is licensed by the Municipality for medical activities.
  • The clinic must include no fewer than three medical clinics, with at least one clinic operated by a General Practitioner (GP).
  • The licensee authorized to work at the clinic may not practice the profession at any other location unless prior approval is obtained from the Ministry of Health.

Required Documents

  • Written approval from the Kuwait Municipality, the General Fire Force, and the Environment Public Authority (Environmental Clearance).
  • Copy of the Civil ID of the licensing applicant and a copy of the nationality certificate.
  • Copies of academic qualifications and experience certificates.

Procedures

Bring the required documents and the service application, and visit the Health Licensing Department of the Ministry of Health to complete the service. A legal memorandum will be prepared by the Department confirming that the applicant has fulfilled all the required conditions for the requested service.​
Obtain the initial approval from the Medical Licensing Committee. The approval is valid for six (6) months and may be renewed once.​
Submit the approvals issued by Kuwait Municipality, the General Fire Force, and the Environment Public Authority. A preliminary inspection of the clinic site will be conducted by the specialized technical committees of the Ministry of Health.​
Begin the procedures for establishing the clinic and equipping the medical clinics with the necessary medical equipment and devices. Thereafter, a final inspection will be conducted to verify compliance with the medical and technical requirements of the clinic.​
Pay the applicable fees. The clinic license will then be issued.​
