Issuance of a License for Opening Private Medical Clinics

Service Description

  • ​This service enables citizens to obtain licenses for opening medical clinics in the fields of human medicine and dentistry.

Eligibility or Criteria

  • The applicant must be a Kuwaiti physician holding a Bachelor's Degree in Medicine and Surgery or a Bachelor's Degree in Dental Medicine and Surgery.
  • The applicant must have at least five years of experience practicing medicine in his/her specialty.
  • The applicant must be fully dedicated to working in the clinic.
  • In the case of applying for a clinic license to operate outside official working hours:
  • The applicant must be a Kuwaiti physician holding the rank of Specialist in his/her medical specialty, and resignation from government employment is not required.
  • Approval must be obtained from the government entity where the applicant is employed (Ministry of Health / Kuwait University / Ministry of Defense).
  • Approval must be obtained from the Health Licensing Committee of the Ministry of Health.
  • The applicant must be medically fit.
  • A license to practice the profession in the State of Kuwait must be obtained.​

Required Documents

  • A letter requesting the license from the healthcare institution.
  • Curriculum Vitae (CV).
  • Authenticated academic qualifications and experience certificates.
  • Copy of the Civil ID and a copy of the nationality certificate for Kuwaiti applicants.
  • Copy of the Civil ID and a copy of the passport for non-Kuwaiti applicants.
  • Four (4) personal photographs.
  • A document proving membership in the Medical Association.
  • Civil ID subscription card.
  • Continuing Higher Education subscription card.
  • Medical fitness certificate issued by the General Medical Council.
  • Certificate issued by the Public Institution for Social Security, for Kuwaiti applicants.

Procedures

​Bring the required documents and visit the Health Licensing Department of the Ministry of Health to complete the service.​

​Fill out the service application form.​

​Obtain the initial approval from the Medical Licensing Committee. The approval is valid for six (6) months and is renewable.​

​Submit the clinic plan (layout), lease contract, or proof of ownership.​

​Submit the approvals from Kuwait Municipality, the General Fire Force, and the Environment Public Authority. After that, preliminary approval shall be obtained from the Health Licensing Department.​

​Begin the procedures for establishing the clinic while fulfilling all requirements applicable to clinics in accordance with the medical specialty.​

​Fulfill the professional licensing requirements for physicians, nursing staff, and technical staff working in the clinic. After that, a final inspection of the clinic will be conducted by the competent committee.​

​Pay the applicable fees. The clinic license will then be issued.​

Fixed Fees: Clinic License Renewal Fee. The renewal application must be submitted at least three (3) months before the license expiry date.
