First-Time Passport Issuance Service

Service Description

  • This service enables Kuwaiti citizens to obtain a passport for the first time.

Eligibility or Criteria

  • Attendance of the legal representative.
  • Attendance of the person concerned.​

Required Documents

  • One recent personal photograph, size 4 × 5 cm (in accordance with the approved photo specifications).
  • The child’s original Civil ID and a copy thereof.
  • A copy of the child’s birth certificate.
  • A copy of the latest academic certificate, if the child is aged 7 years or above.
  • The legal representative must attend in person and present the original Civil ID together with a copy thereof.
  • Judicial Rulings:
  • Issuance of a passport for minors pursuant to a court judgment
  • Judgment establishing custody or judgment authorizing the issuance of official documents: a certificate confirming that no appeal has been filed against the same judgment must be submitted (a certificate issued by the Enforcement Department of the Ministry of Justice).
  • Order on petition: a certificate from the Enforcement Department confirming that the order on petition is enforceable, together with a certificate confirming that no objection has been lodged, must be submitted.

Procedures

The above-mentioned documents shall be submitted to the General Department of Nationality and Travel Documents for approval by the Technical Office Department.​
