Service DescriptionThis service allows expatriates to change the address of the residence registered in the Civil Information System
Eligibility or CriteriaAttendance of the concerned person, the legal guardian, or a legally authorized representative with a general power of attorney issued by the Ministry of Justice, or through the Sahel App. - The entire family address must be changed.
Required Documents- Two (2) recent personal photographs that meet the required specifications (for each individual aged 5 years and above).
- If Changing the Address of the Contract Holder (Tenant)
- Lease contract stating the property owner as the first party and the tenant as the second party, including the automated unit number.
- Copy of the property document, or an electricity bill not older than 6 months, or a real estate registry certificate issued by the Ministry of Justice, or property authorized signature.
- Signing the declaration of data accuracy by the concerned person (tenant) or their legal representative.
- Copy of the passport of the concerned person (tenant).
- If Changing the Address of the Contract Holder (Tenant) and the Electricity Meter Is Registered in Their Name
- Lease contract stating the property owner as the first party and the tenant as the second party, including the automated unit number.
- Electricity bill not older than 6 months.
- Signing the declaration of data accuracy by the concerned person (tenant) or their legal representative.
- Copy of the passport of the concerned person (tenant).
- If the Property Is Mortgaged to a Bank
- Copy of the property document in the name of the bank.
- Valid authorization letter from the bank at the time of submission.
- Lease contract stating the property owner as the first party and the tenant as the second party, including the automated unit number.
- Signing the declaration of data accuracy by the concerned person (tenant) or their legal representative.
- Copy of the passport of the concerned person (tenant).
- If Residing in Housing Provided by the Employer (Ministries, Authorities, or Institutions) :
- 1.“To Whom It May Concern” certificate or official letter issued by the employer stating the automated unit number.
- 2.Signing the declaration of data accuracy by the concerned person (tenant) or their legal representative.
- 3.Copy of the passport of the concerned person (tenant).
- If Renting Through a Beneficiary of the Property, Property Manager, Agent, or Legal Representative of the Owner :
- 1.Lease contract stating the name of the property owner and the person representing or replacing them as the first party, and the tenant as the second party, including the automated unit number.
- 2.Copy of the property document, or electricity bill not older than 6 months, or real estate registry certificate issued by the Ministry of Justice, or property authorized signature.
- 3.Copy of the civil ID card of the person representing the owner.
- 4.Signing the declaration of data accuracy by the concerned person (tenant) or their legal representative.
- 5.Copy of the passport of the concerned person (tenant).
- If the Person Resides with the Tenant of the Unit :
- 1.Lease contract stating the property owner as the first party and the tenant as the second party, including the automated unit number.
- 2.Copy of the property document, or electricity bill not older than 6 months, or real estate registry certificate issued by the Ministry of Justice, or property authorized signature.
- 3.Signing the address declaration by the property owner or their representative, the direct tenant, and the concerned person.
- 4.Copy of the passport of the concerned person.
- If the Property Is Owned by Heirs (and the First Party Is One of the Heirs) :
- 1.Lease contract stating the owner as the first party and the tenant as the second party, including the automated unit number.
- 2.Copy of the property document, or electricity bill not older than 6 months, or real estate registry certificate issued by the Ministry of Justice, or property authorized signature.
- 3. Heirs determination certificate.
- 4. Copy of the civil ID card of the heir who signed the lease contract.
- 5.Signing the declaration of data accuracy by the concerned person (tenant) or their legal representative.
- 6. Copy of the passport of the concerned person (tenant).
- If the Property Is Owned by Heirs and the Lease Is Signed by a Legal Representative :
- 1. Lease contract stating the owner’s name and the name of the person replacing the owner (first party) and the tenant (second party), including the automated unit number.
- 2. Copy of the property document, or electricity bill not older than 6 months, or real estate registry certificate issued by the Ministry of Justice, or property authorized signature.
- 3.Heirs determination certificate.
- 4.Copy of the civil ID card of the heirs’ representative or the representative of one of them who signed the lease contract.
- 5.If the contract signer represents one heir, the heir’s civil ID card must be provided.
- 6.If the contract signer represents all heirs, only their civil ID card is required.
- 7.Signing the declaration of data accuracy by the concerned person (tenant) or their legal representative.
- 8.Copy of the passport of the concerned person (tenant).
- If Residing in a Property Owned by the Sponsoring Company or One of the Company’s Owners :
- 1.Copy of the property document, or electricity bill not older than 6 months, or real estate registry certificate issued by the Ministry of Justice, or property authorized signature.
- 2.Copy of the civil ID card of the owner if the property is registered in the company owner’s name.
- 3.Signing the declaration of data accuracy by the concerned person (tenant) or their legal representative.
- 4.Copy of the passport of the concerned person (tenant).
ProceduresThe service can be done through the Sahel App or the Attendance of the concerned person, the legal guardian, or a legally authorized representative with a general power of attorney issued by the Ministry of Justice in the Public Authority for Civil Information (PACI) Headquarters – South Surra (Expatriates Registration Department / Collective Registration Department)
or in Al-Tahrir Tower (Government Mall Registration Department).
During the evening period – from 3 pm to 7 pm (Headquarters only).
