Registration of Gulf Cooperation Council Citizens

Service Description

  • ​This service allows the registration of Gulf Cooperation Council (GCC) citizens officially residing in Kuwait​.

Eligibility or Criteria

  • The passport must be valid for at least 6 months, and the applicant must have resided in Kuwait for at least 3 months.
  • Children of Kuwaiti mothers are exempt from port-entry certificates and educational certificates.
  • Husband of a Kuwaiti woman / Wife of a Kuwaiti man is exempt from port-entry certificates.​​

Required Documents

  • Original passport valid for at least 6 months and a copy.
  • National ID card and a copy.
  • Original birth certificate and a copy for those born in Kuwait. For those born outside Kuwait, the document must be certified by the Ministry of Foreign Affairs.
  • Two recent personal photos that meet specifications (for each individual aged 5 years and above).
  • Blood Type.
  • Fingerprints for those aged 18 and above.
  • Complete and certified employment acknowledgment from the employer + signature verification (for private sector employees.)
  • Certificate of Continued Employment from the Governmental Work Entity.
  • Recent port-entry certificate confirming that the applicant has not left Kuwait for a period of no less than 3 months (for the private sector only).
  • Housing Acknowledgment signed by the concerned party, including the names of residents at the same address.
  • To whom it may concern certificate from the educational entity.
  • Residence in an Apartment Building (Lease contract) Eligible + Property Deed.
  • Residing with a first-degree relative (the owner must be present and sign the acknowledgment of the concerned party).
  • For Kuwaiti spouses: Copy the wife’s civil ID and marriage certificate.
  • Copy of the Commercial License for Employers.
  • For Kuwaiti Mothers: Birth certificate and Civil ID card of the mother.
  • Copy of Property Ownership Deed.

Procedures

​Visit the Public Authority for Civil Information (PACI) headquarters in South Surra – First Floor – Citizens and GCC Registration Office – Morning Shift – from 8:00 AM to 1:00 PM.​
